About Our Vision
There is a critical and growing need for housing for people experiencing homelessness across the United Kingdom.
Rising homelessness, combined with a shortage of affordable, high-quality, fit-for-purpose homes, has left Local Authorities trapped between their statutory duty to house those who are unintentionally homeless and the unsustainable financial burden of doing so.
Reliance on temporary accommodation, including hotels, bed and breakfasts, and hostels, is crippling council budgets while exacerbating physical and mental health challenges for those placed within them. At the same time, a chronic shortage of general needs housing limits councils’ ability to offer permanent, stable homes — further fuelling the cycle of homelessness.
Community Alliance Housing’s Empty Homes Strategy directly responds to this crisis: by acquiring and refurbishing long-term vacant properties in the North of England - primarily in Oldham and Ashton - we create sustainable, affordable homes that reduce homelessness pressures, regenerate neighbourhoods, and deliver measurable social impact.

Acquisition and Regeneration of Empty Homes
We identify long-term vacant or underused properties in partnership with Local Authority's Empty Homes teams and other stakeholders.
CAH purchases these properties at below-market cost, carries out essential repairs and full refurbishments, and brings them back into use as safe, modern, and energy-efficient homes.
This approach both reduces blight and directly increases the supply of affordable housing.
Affordable Lettings and Sustainable Tenancies
Once refurbished, properties are let at Social or Affordable Rent, prioritising individuals and families at risk of homelessness.
CAH manages tenancies through fair rents, ongoing support, and community engagement — ensuring residents can sustain their homes and thrive.
All rental income is reinvested into further acquisitions, making the model financially self-sustaining and socially regenerative.
Partnership and Community Investment
CAH works collaboratively with Local Authorities, charities, housing providers, and community groups to maximise social value.
By leveraging partnerships, volunteer networks, and local trades, we create employment opportunities, improve neighbourhood environments, and strengthen civic pride.
Every home restored is a catalyst for wider community regeneration.
